In Papua New Guinea, an eSIM is a town-and-city tool. It is not a trekking tool.
Where a PNG eSIM realistically works
Port Moresby, Lae, Mount Hagen, Madang, Goroka, Kokopo/Rabaul and the other provincial centres — plus a patchy corridor along the main roads between them. That is the honest picture. PNG has one of the lowest mobile penetration rates in the Pacific and the terrain is brutal: the Highlands, the Sepik basin, the Kokoda Track and most of New Britain, New Ireland and Bougainville are beyond the network, not at the edge of it.
Where it will not work, and no eSIM changes that
The Kokoda Track, the Sepik River villages, the Tari Basin interior, most dive and wilderness lodges and almost everything off the road network. Many remote lodges run their own satellite link for guests — that is the lodge's connection, not your phone's. An eSIM does not build towers. For genuinely remote travel, plan around a satellite messenger or a guided operator's radio schedule, and treat mobile data as a bonus when you return to a town.

We checked our own coverage records. Our Papua New Guinea country plans connect to one of two networks depending on the plan family: Digicel PNG (MCC 537 / MNC 03 — owned by Australia's Telstra since July 2022, so you may see it branded either way) on our eSIMaccess-sourced plans and on the Airalo Oceania regional plan, or Vodafone PNG, operated by Digitec Communication Limited (MCC 537 / MNC 04), on our eSIMfly plan family and the Discover Global packages. Network Quality
PNG's mobile infrastructure is concentrated in the towns. Vodafone PNG said its network reached roughly half the population at launch in 2022, covering Port Moresby, Lae, Madang, Mount Hagen and Goroka, and has been building towards wider coverage since; Digicel PNG has the longer established footprint and the deeper rural reach. Even so, by land area most of the country has no mobile service at all. Download maps, bookings and offline translation while you are in a town. For genuinely remote travel, a satellite messenger or your operator's radio schedule is the communication plan — mobile data is the bonus, not the backup.

PNG uses country code MCC 537. There are three mobile networks, and only the first two appear on plans we sell.

🏔️ No Signal in Remote Areas
This is normal in PNG. Most rural areas have no coverage. Always download offline maps and important information before leaving towns. Consider satellite phones for expeditions.
⚡ Power Outages
Frequent power cuts affect mobile towers. Carry power banks and charge devices whenever possible. Some areas have power only certain hours daily.
🌧️ Weather Impact
Heavy rain can disrupt signals, especially in highlands. This is temporary but common. Wait for weather to clear or move to better positions for signal.

Those are the two numbers Australia's Smartraveller service lists for PNG, and 111 is confirmed by St John Ambulance PNG itself. Other numbers circulate online that work only in the National Capital District or not at all, so we have left them off rather than guess. Emergency response outside Port Moresby and the main towns can be very slow or unavailable.

Save your own embassy or high commission's current number and the direct line for the private hospital nearest your accommodation before you fly, and check them on the official site rather than trusting a number printed in a guide — PNG landline numbers have changed and travel pages copy old ones. Comprehensive travel insurance that explicitly covers medical evacuation is the single most important thing to arrange: the public health system is stretched and serious cases are flown to Australia or Singapore.

Several governments maintain an elevated advisory for Papua New Guinea. Australia's Smartraveller currently advises travellers to "exercise a high degree of caution" in PNG, citing crime, tribal violence and civil unrest; Port Moresby and Lae have well documented crime problems, and there was significant unrest in Port Moresby and Lae in January 2024. We are not going to characterise the risk for you — read your own government's current advisory (Smartraveller in Australia, travel.state.gov in the US, travel.gc.ca in Canada, your foreign ministry elsewhere), follow the security advice of a reputable local operator, and register with your embassy if it offers that.

Frequently Asked Questions
Will my eSIM work on the Kokoda Track?
Plan on no. The Kokoda Track is a 96km jungle trail crossing the Owen Stanley Range at around 2,190m, and it is outside the mobile network for essentially its whole length. There are occasional reports of a bar or two on a ridge or near a village, but nothing you can plan around. Download everything beforehand, and carry a satellite messenger or trek with an operator that runs a radio schedule. This is exactly the case where an eSIM is the wrong tool.
Is it safe to use mobile phones in PNG?
Be discreet with devices in urban areas to avoid theft. In villages, ask permission before using phones for photos. Your safety is more important than connectivity.
How much data for a diving trip?
Less than you would expect, because you will not be online much. Tufi, Milne Bay, Kimbe Bay and the liveaboards are remote and generally outside the mobile network; the connection at a dive lodge is usually the lodge's own satellite link, shared and slow, not your phone. A 3GB or 5GB plan covers the town days at each end — arriving in Port Moresby, transiting Alotau or Kokopo, confirming flights and uploading once you are back. Buying 20GB for a dive week means paying for data you physically cannot use.
Does the Oceania regional plan cover Papua New Guinea?
Yes — and it is one of the few regional packages that genuinely does. We checked our own coverage records: our Oceania regional plan lists Papua New Guinea on Digicel, alongside Australia, New Zealand, Fiji, Nauru, Tonga, Vanuatu and Samoa. It is worth considering if PNG is one stop on a Pacific trip, and it is the only way to get an unlimited-data option for PNG from us. It does not include Indonesia or the Solomon Islands, so do not assume a West Papua crossing or a Honiara stopover is covered.
Do I need a visa, and can I get one on arrival?
Almost everyone needs one, and you should arrange it before you fly. PNG's Immigration and Citizenship Authority runs an online application system, and the Easy Visitor Permit is the usual route for tourists from Europe, North America and much of Latin America. Visa on arrival at Jacksons International in Port Moresby has existed for a list of nationalities, but that facility has been progressively restricted and airlines can refuse boarding without prior approval — so treat it as unavailable unless the official ICA site says otherwise for your passport on the day you book. Check ica.gov.pg for the current list rather than a travel blog.
Can I rely on mobile coverage for emergencies?
No — and this is the part of PNG travel planning people most often get wrong. Outside the main towns there is usually no network at all, so a phone is not an emergency plan. Travel with a reputable operator, agree a check-in schedule before you leave town, and carry a satellite messenger or personal locator beacon for anything remote. Make sure your insurance covers medical evacuation.
